
The HR Award process aims to improve the working environment for researchers in line with the principles of the European Charter for Researchers and the Code of Conduct for their recruitment (C&C) as well as those of the “new European Charter for Researchers” annexed to the Recommendation of the European Council of 18.12.2023. The awarding of the HR Excellence in Research label coincides with the completion of the initial phase, with the submission of an application dossier consisting of a mapping process (gap analysis), identifying discrepancies with respect to the principles and an action plan (AP) to address them. The implementation of the AP allows the Institution to align its policy- while complying with the relevant national legislation and its strategic plan, with the European Commission’s recommendations for the creation of the European Research Area (ERA) particularly regarding research recruitiment policies and the establishment of an attractive working environment.
| 20.03.2024 | The University of Cagliari (UniCA) receives the HR Excellence in Research award by the European Commission (EC), thereby moving to the implementation phase. UniCA is implementing the Action Plan positively assessed by the EC and previously approved by the Academic Senate and the Administrative Board in their meetings of 26 September (Del. n°117/23 S) and 28 September (Del. n. 165/23C) 2023 respectively.(action plan, GANTT) |
| 20.03.2026 | The University of Cagliari (UniCA) submits the Internal Review for Interim Assessment to the EC, approved by the Governing Bodies in February 2026, reporting on the progress and completion of the actions, any deviations that have occurred, adding new actions for the coming years. |
The HR award is a participatory process that requires input from researchers at different level of career stages, particularly from early-stage researchers (R1 and R2). The new HRS4R structure for the implementation phase has been appointed by Rectoral Decree DR 958/2025.
